What is the difference between a 2-layer (2L) and a 3-layer (3L) field joint sleeve system?

A 2-layer system consists of a thick heat-recoverable backing coated with a mastic or hot-melt adhesive. A 3-layer system includes a liquid epoxy primer applied directly to the bare steel before placing the hot-melt coated sleeve.
